It was higher under Obama than Bush for one year. It's fallen steadily since.

I'm sure the president has some responsibility for deficit spending but the blame mostly lies with congress. The amount of responsibility a president has on spending is how much they can convince congress to spend or save.
Can you give me an example of where Obama asked or tried to encourage congress to spend less?

No, he isnt. He has decreased the deficit from a record high to what would have been a record high for any year prior to 2007. So he's better than one year of Bush and worse than the rest of US history.

Did you even read your own article? In terms of 2014 dollars, it has only JUST returned to Bush's highest deficit (FY 2008). Ergo, every deficit under Obama has been HIGHER.

a) the FY 2009 budget was not passed until after the election, by a Democratic Congress, and with Obama's input (w/ GWB's blessing).
b) the "stimulus" was a "supplement" to the FY 2009 budget WHICH MEANS IT WAS PART OF THAT BUDGET and was passed by a Democratic Congress was signed by BARACK OBAMA.
c) every CR since was based on that stimulus inflated 2009 budget.
