Believe the guy is private security for the reporter and the guy stole it from a cop car that was torched. He turned the gun in to the police.

The cop abandoned his cruiser with the AR on the back seat. The white guy apparently broke the window to take it and looked like he didn't know anything about it. Cop came up and grabbed it out of his hands.
