What’s your confidence level in the President being mentally able to react with nuclear

Let’s say America has to act, be it preemptively or reactively with our nuclear weapons. What would say your confidence level is that he will be mentally capable to do so, or have the will to do so?

I think it’s very important to know this, as regardless of how you feel about it, our enemies are most assuredly gauging his ability to do so, and that is the deterrent to that kind of aggression. It’s not the doing. It’s the threat, and will to act or react that is the real deterrent.
