What the BanHammer?

I was looking at an earlier post and the message was, well, if anything direct. There were numerous cautionary posts from some of TD's more recognizable posters warning against the BH.
Then when I tried to refresh that link...it was gone.
I am intrigued. What does happen when one receives the BanHammer.
Are the violators cast out of TD in a spectacle of public shame? Do we get to throw rotten cabbage, spit and mock? How are other users notified so that they can be sure to attend?
Also, who decides who receives BanHammer?

The banhammer opens the portal to Banland, which is a very dark and lonely place full of other wretched banned souls. In there you can only read TD but can never post, you must watch exciting threads on current events but can’t put in your 2 cents worth. Drives you insane. Also it forces you to actually be productive in life
