For every 20 allowed to stay, one legislator (Senator or Congressman) must be exiled. Either party...it can be by lottery

Only thing I would change is that I would tie DACA to wall construction, not just a downpayment. Don't give Congress the change to renig on it later. Construction halts before completion, DACA halts too.

Further their permission slip to stay is conditional. They are not citizens. They Cannot vote. And if they commit any crime, even a misdemeanor, they go back.

Deport the parents who brought the kids to the US illegally with 5 year minimum before they can apply for a visa. If the kids are adults who can support themselves, give them the option to stay via DACA. Most will probably won’t want to stay if their parents can’t.
