Who cares? He's basically an FDR worshiper who likes big government but using contractors to handle all the spending.

Yes and part of the Newtron/Clinton tax reform had the government paying big subsidies to companies if they shutdown manufacturing and called the plant mothballed. This began in 1998 and why so many plants began being demolished in 2003 across the nation. Take for instance a copper smelter in NM which was paid $1.7 million annually to just sit there for 5 years.
