There are a lot of people who have great aptitude for their professions but no aptitude for leadership. And there are some people who have both. Plenty of great professionals end up leading companies.

I’ll say this for your argument, most of those great professionals who were also great leaders were not exceptional students. There is something about the drudgery of schoolwork that is incompatible with the imagination of the leader’s mind. That’s why a guy told me that B students work for C students and A students teach.

I may have overstated by saying ALL, the vast majority would be more true to real life. I have met very few ChemE, MEs, EEs that were highly competent engineers that wanted to be a manager. Most move that way because corporations pay more for managers and value skilled engineers less.

While administration and management are both necessary and important, Pournelle is warning us against their dominance. Against the situation where bureaucrats full of hot air, with no skin-in-the-game, run the show to the detriment of both the end users and the organisation itself.
