Looks like just a way to mark a "today in history" moment.
The only reason to mention the civil servants political party, is because whoever wrote the tweet is a deranged, sniveling democrat, probably with face piercings, extra large tramp stamp and three colored hair.

It’s in reference to the Baltimore Plot. There may or may not have been a plot to assassinate Honest Abe in Baltimore just before his inauguration. Ward Hill Lamon escorted Lincoln safely through Baltimore to Washington as his personal body guard. This day in History.
