In his official capacity as a federal government employee, he allegedly mislead the government, conspired with other interest to defraud the government, worked for the interest of a foreign state.
In his capacity as a high ranking government employee with authority over "all health science", the government = the citizens. Conspiring against the peoples interest = conspiring against the government/country.

When Fauci first stated that he was retiring around September/October, I assumed it was because he thought a red wave midterms was afoot. While this may be true, it seems that it was more to do with Elon finalizing the buyout of Twitter, and that's what scared this little midget to walk away from his God complex career.
