What carries more weight in an election campaign, a proposal or a promise?

Remember this people when voting on Trump's proposals or Biden's promises.

One ain't like the other between these two.

Both have been giving nothing but promises, hell Trump has been mostly complaining nonstop.

But were those direct promises made by Trump? I heard him say numerous times that "I am going to.." That's not a promise. I think he did promise we would not get tired of winning. OTOH, Biden keeps making promises of this and that. His promises are more emphatic than 'I am going to". That's the part that scares me, a promise.
