it's a phrase that dates to 16th century english common law, the original being "for all intents, construction and purposes" then shortened to "for all intents and purposes" it means "in every practical sense".

I’m me. Some things I’m liberal, some things I’m conservative. I don’t smoke (I do smoke cigars) or drink, but don’t care if others do, just tax the shite out of it. Sin taxes make sense to me. Smokers and drinkers burden the medical infrastructure. Those sin taxes can offset that.

fricking THIS! Never understood why this was an issue that the Dems snaked from the Republicans. Bible Belt I guess, but minimally it ought to be decriminalized at the federal level and left to the states.
