I believe that it is "technically" true but due to a few different factors:
1) the FBI is compiling the information from over a thousand different sources if I remember correctly, which is more than they did previously so that can inflate the raw numbers
2) they collect said information from sources such as the ACLU, SPLC, and others so not exactly an unbiased source of information
3) they often are going by the number of reports (which I believe are actually on the rise) not the number of proven hate crimes and we've seen numerous hoaxes of late
4) I believe they also include Muslim terrorism as right wing, which is ironic considering this is the only time they seem to actually look into the beliefs and notice that they clash with their own
All of this certainly can skew statistics drastically and no fact checkers will ever call him out on his claims.

The article states the rise is largely due to an increase in anti-semitic attacks.
Why believe those are all carried out by right wing skinheads? Muslims and socialists have hated jews historically, as well.
Look at what is happening in france and england right now. The labour party is seeing MPs abandon it (7 did so today) because they believe the party is rank with anti-semtism. Their leader, jeremy corbyn, is an anti-semite.
In france, nearly 100% of the increase in anti-semitic attacks is from muslims.
