Sessions (as with most witnesses in these situations) try to draw it out b/c each senator has a set amount of time. The more blah, blah the fewer questions can be asked.

Warner is on limited time and Sessions is rambling and wasn't given a direct answer. He's not being an arse, think of it this way: It would be a good strategy for Sessions just to ramble and not answer any Dems questions quickly and a straightforward matter.
