You are correct. He's laid out doing it only on Federal Lands. However, by doing that he will also bankrupt the K-12 public education system of New Mexico, a blue state with a Democrat Governor. Their education system depends almost entirely on oil & gas revenues from State and Fed Lands, as they receive a 50/50 split from the Feds.
Doesn't President Biden care about the school children??
