Nah man, this is simply due to understaffed police forces, which is completely due to the "defund the police" movement.

I have seen this about scorpion and I guarentee there is more.
There was a gang unit somewhat near me a few months ago that got a tip that a released felon had a gun. They immediately stopped him and approached. They said to get out of the vehicle, dude resisted, then said shoot me. Well right after he reached down grabbed a gun and shot one of the cops and then got blasted.
There is also a reason why he ran, innocent people dont run, trust me Ive ran from the cops thru the woods underage drinking

The officers were part of an elite police group called the Scorpions and they use excessive force. This is the plot of The Shield.

Why would an understaffed police force be using a violent crimes unit to arrest one guy on a traffic stop?

I really don't think so.
I believe he was genuinely (and rightfully so) scared for his safety. When you are put in a Fight or Flight situation, the human body produces a shite ton of adrenaline.
