I'm fairly certain that there was no standardized system for signal flares at the time. I say this because the 1st Safety of Lives at Sea (SOLAS) convention was passed in response to the Titanic's sinking. It mandated a number of changes (including 24 hour radio watches) to help prevent further losses of life. While the 1st convention never entered into force due to World War I, it was later adopted and has been revised several times.

WTF? Californian's RTO was sound asleep the whole time Titanic was sinking. It was 1912 and it didn't even occur to the watch officers to wake up the RTO to see what the commotion was on the horizon.
The next morning when the RTO checked the net he was aghast to hear Titanic was gone.
