Uhh.. the photo was taken in public, in a group, doing zero wrong with everyone else that did no wrong. At a party thrown for the event they took the photo for. And the eventual contest had people in attendance seeing their faces there. And the winner with others obviously had promotional and further endorsements due to their participation. And this photo was found to already be public so it's not the first release of this photo.
So why would they need their identity protected?
Beeeeecause the photos were released without verification of what it was. That's why.
