Yes, that is a quote from the officer backing up the first officer who was already in pursuit.

Correction, they told him 20 times "to show your hands AND get out of the car."

Unless you're a contortionist with opposable toes, that's a damn hard order to comply with.

and my personal experience ...
I was wearing my white lab coat and scrubs in route to a life threatening hospital emergency, and got pulled one morning on the interstate. After pulling over, the cop was sitting in his car behind me on the shoulder for an inordinately long time. So I finally stepped out of my car to explain the situation to him. He threw open his door, crouched behind it, reached for his holster, and screamed for me to get back in the vehicle. If I was a Black man, I'd have assumed the SOB was a racist when in fact he was a simple, albeit dangerous, imbecile.

With that knowledge and he stopped in a well lit area then it should be familiar that he was not eluding. Also, how do you keep your hands out the window and get out having to undo a seatbelt?

I find it hard to believe that whoever gave them the body cam footage doesn't also have the dash cam footage. To me, excluding that information is more than suspect.

If his license plate is missing and he is refusing commands its a felony stop, whether it ultimately gets charged that way or not
A couple of problems with your take. (1) The license plate was not missing. (2) He was not evading. (3) The order as given was impossible to comply with ... unless you know how one exits a car while keeping both hands out of the window.

I heard "show your hands" only, about 10 times, then "open the door" several times, which is easily and reasonably accomplished with hands visible, which would have allowed him to remove his seatbelt with his hands remaining visible...

You just have to listen and comply. The Army dude should have been changed with resisting if nothing else

Yes, I would love to see the events leading up to it with the dash cam. Was he making elusive actions or does it show him looking for a well lit area.

Yeah I'm not sure how folks are watching this video and coming to the conclusion that he didn't have time to comply.

Hands out window, hand opens door from outside, now hands are visible to remove seatbelt, exits vehicle...

I usually side with the cops but not this one at least with the footage I have seen. Show me the footage leading up to it and I may feel differently.

When he said he didn’t need to get outbid his vehicle the one cop decided to show him he was wrong even after he asks for a supervisor to come to the stop.

The door handles on my 911 don't work from the outside when the doors are locked. Perhaps they do on a Subaru though.

They were back at their cars for at least 4 minutes (of what we are shown). He had plenty of time to do whatever he needed to do to get out of the car.

ETA: Had to edit, because we have no idea if the body cam footage is complete. The second body cam video linked definitely does not start at the beginning.
