I believe the controller fricked up. I'm a pilot myself and that helicopter should NEVER be on the same line of an active runway. I was in DC recently and watched those helicopters fly up and down the Potomic. But, when runway 33 is active they should never be allowed to fly thru the final approach path of that runway. That controller was trying to fix a previous error by allowing him to be there in the first place.
