It's tough to say, but It could be a number of things. Probably a combination of:
- Not caring
- Not wanting to get involved
- Not thinking she was seriously hurt
Her being white didn't help, but I don't think they would have helped anyone in distress.

I’ve read there was blood pouring out of her neck. She doesn’t look fatally stabbed at this point in the incident. Not doubting the story and I hope the fricker fries but this looks weird based on everything I’ve read about him severing her jugular, her bleeding out in 2 minutes, etc. You don’t sit there like that looking around if your jugular is sliced. .

You would actually be surprised. Ask anybody who's been in a war zone how people react to fatal wounds and you would be stunned to see some of the behaviors. Everybody thinks it's like the movies but it's just not. She would have been in shock that it even happened. And until she's lost enough blood to cause her to get light-headed she might not react. But if you watch the whole video it doesn't take long trust me. You go from the look on her face to her looking down to her beginning to slump over to her falling to the floor in about 15 seconds

I'm pretty sure that video has been declared a deep fake generated by Ai to throw doubt in minds as to the savagery of the attack.
They real video is bloody.
That Ai generated fake shows not the three strikes to the neck and shoulder nor the blood squirting.
If you look at the original edited version you'll see blood dripping everywhere from the murderer.
He was covered in blood ... pints dripping from his hand and arm. He literally left a trail.

Are we supposed to pretend to not notice that he didn’t stab the black woman or the black man sitting near him the whole time and specifically targeted the white woman who sat down?

He actually stabs her multiple times very quickly. Then just walks out. And the initially it's like she doesn't realize how bad it is. But very shortly she begins to slump and then she's on the floor

There were no white people in the area of the train where it happened, they were all black.
Some of them saw it happen.
After she fell over and was bleeding to death, no one helped her or even alarmed the other riders that he had a knife and had just stabbed the woman.
It doesn`t get any worse than this, sad, very sad.
