Not really. The fallacy of it being a building built by tax dollars so I can come and go as I please exists for the Capitol just as it does for military equipment or military sites or the White House or any other federal building.

Her previous actions in no way forgive her jumping past a broken down closed door.
That being said, she in no way deserved to be shot.

The Capitol has visitors on a regular basis. Some people who were at the protest were literally ushered into the building.

A high caliber pistol was just discharged and it seems that no ducks for cover or runs in panic.
Somebody could have easily horse-collared a pixie and none of this happens.
I don't know the ballistic capability of a .40 round of ammo to the shoulder/neck area, but at 6' you would think it would have taken her head off.
