This was part of the Obama agenda
I remember reading the stuff way back when, in essence it was to desegregate the white neighborhoods forcefully by importing minorities into our neighborhoods and towns
You are seeing those plans in action. Ben Carson kept it at bay as much as possible

Many from our neighborhood initially gave us the cold shoulder for moving our kid… you know… the kind that get the tingly feeling when they think they are fighting for social justice by sending their kids to a shiatty school.
A couple weeks in, we started getting asked about open enrollment. Eventually, all but one family that I recall had moved their kid to another elementary school or to private school.
How can a teacher succeed in a room full of non-English speakers? Because my wife is a teacher, I can tell you another fun fact for these imports besides language is they don’t potty train their kids like Americans. It’s a real curry shiat fest.

TLDR
We visited the school. It wasn’t for us. Test scores are test scores. Free lunch % is a metric. Transience is transience. The focus is on lowest common denominator.
