Its very strange there. You have Maduro government blessed/paid gangs (colectivos) which are like his Antifa or Brown Shirts. Then you have opposing real gangs who kinda ran things in their neighborhoods.
So the Maduro Colectivos gangs are fighting with the local gangs. Since guns were taken away the gangs are who has weapons.

I agree. I think they are trying to show how “fair” they are in the request. But there was a clear winner.
I do recall that Maduro forced out another lady candidate due to a Biden/US deal to hold elections if we dropped some sanctions. So that may be what they allude to.
