That is mostly true but for Vermont has no such law.
But, signing a balanced budget and skirting that by accumulating more dept is rampant.

The feds should only be able to spend what they take in for sure.

Is it possible “no“ votes have nothing to do with Trump but a desire to spend at a level that does not increase the deficit?. Congress should make it a priority to drastically cut spending. Hopefully when this CR expires in March they will have developed a balanced budget. It is their job after all.
Also, add in my thread on the convoluted issue of the debt ceiling suspension trick, and Ukraine and wasteful willy nilly spending.
It is a complicated issue that shouldn't succumb to gotcha nevertrumper or any gotchas.
