Yep a huge deal.
One can look at USAID and explain why a female bartender from the Bronx can get a job in the government making $155K a year, and in just a few years (less than six) be worth over $4 million dollars. She either is one helluva investor or there are some serious back alley deals being made.

Maybe you should revisit how POTUS can recess both houses of Congress. Besides, it may be worth Thune's time to play the good cop in a recess appointment scenario.

As of now all they've done is folded it into the State Department and paused all foreign aid. Whether it will be significantly curtailed is yet to be seen.
