Basically. Except Iran wouldn't do it under their own banner. It would probably go like this if Iran is able to not only build, but stockpile nukes. .
1. A terrorist group sets off a nuke in a country.
2. The world is shocked.
3. First world countries band together to kill everyone in that terrorist group.
4. It will forever be considered a "mystery " how that terrorist group got a nuke.
1-4 will just be a neverending loop, with every nation pretending to not know how terror groups keep magically getting nukes.
