Not only that, but I’m willing to bet 90%+ of all 401k funds and state and union pension funds are partially invested in these companies stocks.

It can be applied to any situation where someone is operating at 100% capacity, like:
"Oil and gas is going balls to the wall to deliver as much energy to Americans as we can."
“Balls to the Wall” is also the title track of Accept - the German heavy metal band's 1983 album also titled "Balls to the Wall".
But that's beside the point.
