"Slick Willie" moved technology decisions out of the hands of the Department and State and put it into the hands of Ron Brown at the Department of Commerce. That move gave Loral and Hughes the "go ahead" to give the Chinese gyroscope programming to get their rockets into space. What they didn't listen to was that the same technology gave China the first capability of targeting ten warheads from one missile ...Now ten cities or targets can be hit from one missile.
