No, he doesn't.

While Shep was correct that Guistra had sold out of Urasia well before it sold to U1, he strangely fails to account for the fact that U1's Chairman (Ian Telfer) donated over $2M to the Clinton Foundation as the deal was being reviewed by CFIUS (ie: while Hillary was SoS). Furthermore, he claimed that the Clinton Foundation disclosed these donations to the charity but simply forgot to reveal the individual names of the donors. This is entirely false as none of the information was disclosed until much, much later.

He also did not include that Bill Clinton was paid $500k by a U1-related bank for a speech during the time HRC was SoS.

And finally Shep's biggest failure in giving the full story is that he declared that no uranium from U1’s US mines ever left the country. While you might not take the word of Breitbart for it, how about The New York Times or The Hill?
