Because Ukraine was badly in need of effective fighting units at the time, and Azov fit the bill.

Also, incorporating Azov into the national guard gave the central government at least some level of control over them.

I fail to see any box to be checked that would indicate Ukraine is an ally. Admission to NATO would be ex post facto as such admission to the organization would occur only after the invitation or the request to enter into NATO was extended or made after incursions into Ukraine occurred. Furthermore, no incursions or military actions have taken place nor been directed at any existing NATO members.

Why do you believe that the United States should enter into war on behalf of Ukraine? What benefit does it provide our nation?
