What goods specifically are getting price floors? Besides the argument that price floors don’t work (which is true)—I’m not even really sure what the policy objective is here?

That's the plan, but it's a pretty tiny target to only hurt China and not ourselves as well in the process. Get it wrong and we're the ones with a surplus of goods that the government would likely have to cover with tax money.

Aided by American businessmen and politicians who are fine with destroying American manufacturing, as long as there’s good profit in it.

Except we're discussing floors, which usually artificially raise prices. The goal is to force China to "charge" as much or more for goods as we do, thereby reducing demand for Chinese goods.
It would hurt us, at the very least with inflation by policy. If we're ok with pain, it could absolutely crush China.
