A rise in cases in your local area combined with a municipal mask "mandate", even if unenforced will do the trick.
Cases in my area (80/20 Trump supporters) started going up, mask usage went from 10% to 25%, mask mandate went into effect it's well over 90%. People are quick to react when necessary, not so much in prevention.

I dunno. My city just mandated masks in the last week and a half. I assume the next step would be to shut down bars and restaurants until cases go down. And we'll cycle through this several times all fall and winter.
