I saw someone claiming this last night but it wasn't verified at the time. The person last night was saying it was an additional 60 some odd leaders.

There is also the fact that there was political consensus on th war with Japan - we were directly attacked and the American people were behind the war and were willing to sacrifice young men and treasure for the cause. Same thing with the Cold War. Even after some degree of skepticism for the Containment policy during and after Vietnam, the country was still solidly behind our country's Cold War policy.
We had consensus after 9/11 as well - again, we were directly attacked. WE even had consensus going after Iraq. As much as I can criticize the W Administration over Iraq they at least took their case to the American people and got a political consensus.
We don't have anything like that with Iran, so the President's options are greatly limited. In fact, I don't think there was an attempt at all to get people behind this Iranian attack. And the clear result of that is the operation will be hamstrung.
