I remember reading TP articles about finding random tourist men raped and killed. I lived in Metairie ‘72-‘76, Mary Tyler Moore and Dick VanDyke were the big tv stars back then.
My aunt was a state social worker in the 9th ward at the time and carried a .357 daily and she was a protected benefactor for the residents!

One thing a Lower 9 resident told me, though, if you were white going into Lower 9 neighborhoods during the day was pretty safe. They knew messing with a white person would bring too much police heat.
Mt grandfather and 2 of my uncles were cops in NOLA. Grandfather from the late 30's to mid 70's and he would tell us that there was a lot that they did not let get out into the press until the late 60s. It was not uncommon to find 2 or 3 people dead a week near the River usually on a weekday night.....usually with stab wounds.....but guns.....they knew if someone was shot, it was probably mob related.....so it didn't count.

No. Just......no.
What he (meaning Fed troops at his direction) can do is temporarily tamp down overt crime and keep it just below the surface for the duration of their involvement, but he can't "fix" anywhere that doesn't want to embrace longterm change. If voting and leadership doesn't change nothing else will. This is all just bluster.
