Which sanctions are those? What are the specific sanctions in the bill that have not been implemented within the timeframe set in the bill?

Not that you need to be saved the trouble but I dug up that info one time in a previous thread where he made the same request and he gave sort of a "oh yeah, well that's a bad law anyway" response.
