If you think voters should decide then it should be based on Trump's accomplishments. Do voters like being employed vs unemployed? Do voters like haveing less money withheld from their pay checks? Do voters pefer paying less taxes or more taxes?
If the answer is that a person prefers being unemployed then vote dem. If a person prefers paying more taxes then vote dem. If a person prefers to loan the federal government money for zero percent interest instead of keeping that money themselves then vote dem.
That is the issues that should decide the election. Not how you interpret Mueller's coded words.
