If I'm on trial for obstruction of justice because I don't cooperate with a murder investigation, the prosecutor is not going to get up during trial and go on and on and on about whether a murder was actually committed. The murder itself is irrelevant to the obstruction of justice charge.
One of the articles pertains to obstruction of congress. The other is abuse of power, related to Trump withholding aid based on Ukraine's assistance in investigating corruption as it pertains to Burisma and the Bidens.
