Aside from the fact that right now Army / Navy already has de facto exclusivity on broadcast in that it's generally the only game on anyway.

there is no enforcement angle via EO. It isn’t like those are edicts put in by the King in place.

Congress could pass a law, but even if they did it’ll prob get slapped down by 1st amendment precedent.

There were three nationally televised games on Dec 13th. The first game would have to be played at a different time under this EO.

Cricket Celebration Bowl:
Prairie View A&M Panthers vs South Carolina State Bulldogs (12:00 Eastern)

Army vs Navy (3:00 Eastern)

Bucked Up LA Bowl:
Boise State vs. Washington (8:00 Eastern)


Now to add to that two more FCS playoff games that were televised on ESPN + during that 4-hour window. I know this firsthand as I watched both.

FCS Quarterfinal
12 Villanova 26, 4 Tarleton State 21
3 Montana 52, 11 South Dakota 22

Plus, there were Div 2, Div 3 and NAIA playoff games televised on ESPN+ that same day.
