Staged photo to emphasize that she holds the office? Obviously. Staged to weirdly imply that she's POTUS for ??? reasons despite it clearly saying Vice President and being a different seal? Probably not.

They are not going to think she is magically the president now, but they will relate her to the position of president in their minds. There's entire industry called marketing whose only purpose is to do this sort of thing, so it must be successful.
