First, the article says the lunatic BELIEVED the source to be Ukranian. Whether he was that or Russian or North Korean is never stated.
Second, absolutely nothing says the person selling this stuff was - even if Ukranian - part of the US governmnet.
You guys need to watch a few episodes of NCIS or SWAT or shows like that. Both show that there are plenty of arms dealers not affiliated with any government in the world selling American, Russian, Chinese weapons.
