Only it's not just the losses. He said the 2016 primary and GE were rigged against him before they happened.

Iowa has a semi-closed caucus which means Dems would have to re-register as a R to participate. Registered Dems cannot participate in a Rep caucus. They do allow unaffiliated voters to participate in the primary of their choice

In your example of Georgia, their primary is open so Dems can vote for Rs.
