Sounds like, hey, you can come pay money into our schools, but if you want to supplant US workers, it will cost you.

Yes, Trump said he would allow 600k students when he was negotiating with Xi.

Now, he is implementing a policy to curtail foreign students taking jobs from Americans.

Actions speak louder than words.
