I would propose that the State legislature pass a bill that defunds New Orleans as a city and states that New Orleans is no longer part of the State of Louisiana. Also that entity formally known as New Orleans be sold, as a concession, to a private entity to be solely run as an entertainment center such as DollyWood or DisneyWorld. Hence forth the entity formally known as new orleans would have conventions, major sports events, and Mardi Gras as monthly events. The citizens who live in that entity no longer have the right to vote unless the live in legal parishes of the state. The concessionaire has the right to retain all profits except for the 10 % that must be remitted to the State of Louisiana as annual administration costs.
