China and Russia are about even in terms of ID'd attacks. About half the cyber attacks are unattributed though, at least in the immediate timeframe. Of those, China is suspected to predominate. In terms of tracked cyberthreat groups, the numbers look like this:

China: ~41%
Russia: ~22%
Iran: ~11%
Turkey: ~2%
North Korea: ~2%

Russia has offered to provide Iran with unjammable fiber-optic drones, immune to electronic warfare, and training on how to use them against American troops in the Gulf and perhaps elsewhere.

As The Economist reports, Putin personally offered to train Tehran to use such drones against American soldiers. The secret plan called for the delivery of 5,000 short-range drones, as well as an unspecified number of longer-range satellite-guided systems. According to a 10-page GRU draft, the plan was developed in the first weeks of the war, when the possibility of a US ground invasion of Iran was being considered. The document contained diagrams and a map of islands off the coast of Iran, including the important Kharg oil terminal, which the US military planned to seize. One diagram illustrates how Russian-trained operators could launch swarms of five to six drones from hidden positions to attack American landing ships. The GRU offered to recruit operators from among the approximately 10,000 Iranian students studying at Russian universities, as well as from Tajiks and Syrian Alawites loyal to the ousted regime of Bashar al-Assad. In late March, Western intelligence agencies reported that Russia was preparing to send Iran upgraded versions of its own Shahed drones, better suited to evading air defenses. A Western intelligence official, speaking to CNN, claimed that Russia was already training Iran in drone tactics developed in Ukraine: launching "waves" of multiple drones that constantly change course, allowing them to evade air defense systems. The Washington Post previously reported that Russia was sharing targeting intelligence with Iran.
