No, you don’t. Having a surplus means you either 1) have nothing to spend it on or 2) don’t know what to spend it on.
So, are you saying Louisiana is hyper efficient, thus meaning we have a surplus that we can return to the people and lower taxes, seeing as we don’t need as much money as we have.
Or are you saying we’re so incompetent that we have a surplus because no one knows what to do with it? If that’s the case, you’re saying we should vote out our elected leaders and bring in more efficient leaders and officials?

A surplus means you have more money than you budgeted for.
Which means you can now do projects you weren't going to do (thus not part of the budget)
Now will we spend it on these projects? Thats always the more legitimate gripe with government. If we spent the money well i think no one would mind paying it.
