If this does nothing more than shine a spotlight on Soros' private interest in the public litigation system, I'll be alright with it. It starts with a spark and if Cotton accomplishes that, someone who isn't a do-nothing may take it and run.

Good. And if impeachment is an option, I think many of these Soros prosecutions would be vulnerable to dereliction of duty and not enforcing laws passed by the legislation. State politicians vote for impeachment, then remove them from office. No year long petition gathering and then a vote by the public vulnerable to cheating. Do both. Just get them out of office and if possible, prosecute.
Still leaves the problem of Soros swamping local elections with tidal waves of money. That problem needs solving.
