They could be. They could also be engineered specifically to dissuade american applicants from applying so that the company can say that there’s no domestic labor market for the position and they must hire from overseas.
That’s a very popular strategy.
Another popular strategy is to make the job qualifications so incredibly specific that only one specific targeted foreigner meets the criteria.
One is designed to result in no American applicants at all and the other is designed to result in no American applicants being qualified. I’ve seen both of these strategies employed first hand.
My wife’s previous employer favored the first strategy and they would run into problems and have to continuously revise and repost their job listings because Americans kept applying for a role they wanted to fill with H1B. After a few revisions, they made the position undesirable enough that only the target foreigner applied.
