"refusing Government inspection and claiming classified information..." could be considered criminal Obstruction of Evidence in an investigation. A RICO style investigation with factual evidence being daily published via MSM. Drop the 'Muh leaked' thing and just tell the people the truth straight up so an educated electorate can sort out the profiteers and vote them out.

Kind of hard for an elected official to support it when they know how ugly this is gonna get. They would rather it go away than be investigated to see where the lines go. A forensic audit would be incredible.
