Dude, they are doing both in Marseilles. The banlieues on the outskirts are full of drugs and drug users.
A good bit of the Moroccans in Antwerp are stoned out if their minds.
Check out the sails in Naples, not a lot of Muslims but it's a huge housing development where there are lines to buy drugs.
In Lisbon there is virtually no police presence in the rough areas full of Africans and N.African Muslims where they are buying and using.

That's exactly what I said in another thread when jbird said we usually let these guys go after interdiction -- we don't have legal authority to arrest them, but we have legal authority to eliminate them from the face of the earth?
Armed conflict, non-international, with a declared terrorist organization in international waters.
If we hit them at the source in Venezuela it would be an act of war without declaring war and they are classified as civilians.
If we intercepted them to interrogate and try them (DR, PR, Trinidad) we have no jurisdiction.
If we try to intercept the drugs on flagged vessels we are back to war and the UN/ICC
If we hit Venezuela the everybody would be screaming about regime change... which they already are without touching them.
If we committed an act of war without declaring, like the Germans did at Pearl Harbor, we wou.d be subject to war crimes accusations... which the left is already doing.
This is THE most effective legal way. Collateral damage be damned.
Oh, and by the way this way limits that Collateral damage wonderfully. No taxi driver cruising by the warehouse dying. No targeting errors. No misidentified strike. No whole city blocks on fire. No ports destroyed disrupting innocent peoples economic well being. Only the people caught in the act.
Most importantly of all- extremely low risk to our sons and daughters. That's still not good enough for y'all

Absolutely. Bill Clinton made a good portion of his political capital off the State protection of the Barry Seal drug running operation in Arkansas.
