Not a sub; A semi submersible. They usually make them out of boat hulls. It's just so the have a lower profile on the water.

Cartels now use tethered subs that are electric and have about a 60 mile range underwater. “Fishing” boats pull them near to their destination and they untether the electric sub to make landfall.
